In a large frying pan, saute' onion, pepper, celery, chilies, and garlic in 1 T oil until just tender.

In a soup pot, melt the butter, blend in the flour, stir in broth and milk. Cook over high heat, stirring constantly, until sauce thickens.

Add remaining ingredients to pot and heat through. Season to taste with fresh cilantro, salt, papper, and garnish with cheese.
