Combine flours, baking powder, and salt; mix in butter until crumbly; stir in milk with a fork until it forms a ball of soft dough. Press into the bottom of a 9x13 baking pan.

Mix the fruit and spread over top of the dough.

Combine remaining ingredients and sprinkle over the top of the fruit. Bake in a preheated 375F oven for 30-45 minutes.
