Place fillets in the middle of a large piece of foil and turn up sides to make a boat.

Sprinkle onions or chives evenly over salmon.

Whisk the remaining ingredients together in a bowl and pour evenly over salmon. Bring sides of foil together and seal edges. Put the closed foil package on a gas or charcoal grill and cook at medium heat until the fish flakes, about 20 minutes.
